The Own Study of Expert in International Protection of Human Rights It is organized jointly between the Universidad Autónoma de Madrid (UAM) and the Universidad de Mendoza (UM), in accordance with the signed International Collaboration Agreement.
The bodies responsible for developing the Expert are the UAM School of Law and the UM School of Law and Social Sciences.
The proposed Expert Title aims to equip students with the conceptual, doctrinal, and practical tools necessary to address the complex issues surrounding the defense and respect for human rights that humanity faces.
Specifically, students are encouraged to acquire a two-dimensional and interregional perspective on human rights: on the one hand, observing the similarities, conflicts, and complementarities that exist between international law and domestic law; and, on the other, understanding International Human Rights Law as a body of legislation with multilevel implications (international-regional-national) under the unifying perspective of protecting human dignity.
To this end, a multilevel comparative methodology is proposed: several national constitutional systems, the Universal System, the Inter-American System, and the European System for the protection of Human Rights are analyzed to compare and contrast the similarities and differences in the treatment of human rights protection. A holistic view of International Human Rights Law is offered, with the aim of establishing a theoretical basis applicable in different jurisdictions and at different levels.
This degree seeks to bridge the gap between theory and practice by addressing current topics in human rights law, such as the climate emergency, new technologies, and democratic decline, with a particular emphasis on judicial independence. In this way, along with practical cases focused on legal practice, the degree aims to train experts in international human rights protection, equipped with the tools to begin or deepen the necessary knowledge in the defense of human rights.

Objectives
The objective of this Expert Title is twofold. On the one hand, it aims to analyze International Human Rights Law (IHRL) from a comparative perspective, both within Public International Law and from a multilevel perspective (Universal, Regional, and National).
The aim is to provide students with a comprehensive understanding of IHRL, with particular emphasis on the dialogue between constitutional courts or local tribunals and international courts, and between different international tribunals with their own specific characteristics.
But, on the other hand, the degree aims to provide students with the theoretical tools to apply their knowledge in current practice.
In a critical global scenario, it is urgent to enforce human rights, as reflected in texts and books, in the various areas in which they operate and are necessary: whether in the courts, in the press or in the media, in the design of public policies, in the educational field, etc. Therefore, this title goes beyond theory, as it urges its students to seek a practical and everyday vision of the promotion and defense of human rights.

Recipients
The Expert title is intended for legal professionals and graduates from various disciplines such as journalism, international relations, political science, public policy, business administration, etc.
Students with a University Degree:
To access the Expert Program, you must hold an official Spanish university degree or equivalent, issued by universities and higher education institutions in a country within the European Higher Education Area (EHEA) or by educational systems outside the EHEA, equivalent to a bachelor's degree, without the need for homologation, provided that, in the country where it was issued, the degree allows access to university postgraduate studies. Under no circumstances will access through this route imply the homologation of the previous degree or its recognition for purposes other than the completion of the courses being accessed.
Conditional admission:
Conditional enrollment will be accepted for students who have not completed their university degree at the time of enrollment, provided they have a maximum of 60 ECTS credits pending.
Anyone requesting conditional registration must sign a commitment certifying that they are aware of the current regulations, especially the consequences of failure to complete the official university degree before the last day of the academic year in which the specific course in which they have conditionally enrolled begins, namely: the loss of the right to be issued with the degree for the specific course taken, without generating the right to a refund of the amount paid for the course.
The UM will notify the selected students of their admission and they must complete the necessary procedures for their enrollment within the established deadlines.
Certification
The student enrolled in the Expert's own study who meets the necessary requirements and passes the established tests and evaluation systems, may opt to obtain the Diploma of Expert in International Protection of Human Rights
La Universidad Autónoma de Madrid is responsible for the issuance, registration, distribution and custody of the Expert Diplomas, as this is a UAM-specific degree, which will be processed at the request of the study Directorate.
The study must comply with the permanence regulations for the UAM and UM teachings in force at the time the Expert begins and ends.
Fee-based activity – Scholarships
The Expert is charged for the purpose of guaranteeing the financing of his activities. The amounts of said contributions will be approved by the competent bodies of both institutions. The amount of the fees does not include the costs of issuing the Expert Diploma by the UAM.
The student's tariff obligations with the School start from the moment of enrollment and only end when the student completes the Expert Degree or when he/she decides to suspend his/her studies. In the event that the student decides to drop out after their registration, they must inform the Postgraduate and Continuing Education Department by means of a note expressing their decision. Otherwise, he continues to be a student at the Universidad de Mendoza with the consequent charge of the tariffs that accrue from then on and until the date on which he has effectively communicated his resignation.
Universidad de Mendoza will recognize the following modalities of tariff reductions:
- From an Institution to a Student: the applicant may particularly request financial support to complete the Expert Degree, from Institutions that they consider relevant. These Institutions will be considered "SPONSORS" of the student(s), if they are legally constituted. The commitment to pay the tariff set by the Universidad de Mendoza It will be between the student and that sponsoring Institution, and, in the event that the latter does not comply with the corresponding payment obligations, the student will assume the payment of the debt and the readjustments that it may have.
- From one institution to the Universidad de Mendoza: In the case of legally constituted Institutions that are interested in the participation of their personnel in the Title of Expert and that would like to officially register, they may do so if they assume the commitment to take charge of the fee and readjustment that corresponds to that or those students. The granting of tariff reductions to organizations and companies may be foreseen based on the number of applicants they incorporate, as agreed by current regulations.
- From Universidad de Mendoza to the teaching staff of the Undergraduate and Postgraduate Degree Courses: the Universidad de Mendoza may grant up to half (1/2) scholarship to the members of its teaching staff to carry out the corresponding Expert Title within the framework of the Policy for the improvement of the School's teaching staff.
- From Universidad de Mendoza to the graduate with a degree awarded by the same or to the advanced students of the same: the Universidad de Mendoza may grant up to half (1/2) scholarship to professional graduates and (1/4) advanced students of the Universidad de Mendoza.
- From Universidad de Mendoza who has economic impossibility or other special circumstances. The Diplomas You can award scholarships to your students according to budget possibilities. The number of scholarships cannot exceed 10% of the total number of registered.
In all cases in which a scholarship has been awarded, the fee for the Expert degree will be exempt from this benefit.
