From the institute we propose to study in depth the mining and energy issue in its economic, social and environmental aspects in a comprehensive manner, combining it with national and international antecedents, in order to generate state policies and development policies that overcome ideological struggles. and are incorporated into the social culture and common objectives. Three airports, five airfields, satellite reception stations, a deep space space antenna, factories and aeronautical workshops set foot in our province. This microworld is highly regulated by Aeronautical and Space Law regulations, which merit knowledge and continuous teaching.

We also warn that the province and the region lack an academic environment that contains research in Aerospace Sciences, with special focus on its regulatory manifestations, which makes it necessary to expand the scope of the Institute to aeronautical and space research, its applications. associated practices and technologies, linked to the natural resources involved.

  • OCTOBER 2020- THE CALL WAS SPONSORED TO WRITE A COLLABORATIVE BOOK ON: “MARS: past, present and future”. Taking into account that the exploration of Mars is, for our generation, an undertaking as daring and risky as the exploration of the Moon was more than half a century ago. Mars not only represents a new tangible and concrete objective to be achieved by new robotic or manned missions, but also an exciting goal to expand the knowledge of the human species in all branches of science. It is a co-authored work developed by 37 authors from different parts of the country, including professionals in research and dissemination in space sciences, as well as amateurs whose passion and enthusiasm allows them to dare to participate in a project of such magnitude. nature. Summary: The Province of Mendoza extends its political limits over an extensive territory that, due to its geographical location and geo-morphological characteristics, gives a particular character to the air space that covers it. Indeed, the geographical latitudes and longitudes over which the provincial territory extends place Mendoza in an area of ​​special solar irradiation, with notable heliophany and extreme thermal amplitudes derived from its Mediterranean position. The general circulation of the atmosphere means that the predominant winds that cross the provincial territory do so from the south (with a significant contribution of humidity) and from the West (drier, due to the water containment wall represented by the Andes mountain range. ). In different parts of the provincial territory, air circulation is intense and permanent. At certain times of the year the presence of storm systems is important. These atmospheric resources (the air circulation produced by solar irradiation, the dynamics between centers of high and low atmospheric pressure and the mechanics of storm production) are susceptible to study and measurement, but also to use and exploitation. Consequently, this Research Project aims to determine under what regulations the comprehensive use of atmospheric natural resources would be possible. There is extensive regulation around the regulation of surface and underground natural resources in the Province of Mendoza, whether renewable or non-renewable, giving rise to a systemic and complete regulatory framework in areas such as hydrocarbons, mining and water. However, it is noted that there is no specific regulation regarding atmospheric natural resources, whose approach seems possible only by logical inference or analogical application of the current regulatory plexus. Thus, it is not prima facie apparent that Mendoza has a regulatory framework that allows, for example, the regulation of realities such as wind farms, much less the conditions and legal or environmental precautions with which such technologies could be used. The Project is focused on the exploitation of the natural atmospheric resources available in the airspace located over the territory of the Province of Mendoza and the regulatory framework within which the exploitation should be framed.

Exploitation of atmospheric natural resources in the provincial airspace and its relationship with the environmental legal framework of the Province of Mendoza: Implementation of the appropriate regulatory framework to regulate the rational and sustainable use of atmospheric resources. Atmospheric phenomena are of such intensity and scale that they deserve attention, since they derive or translate into graspable forces or cumulative elements such as electrical energy, of obvious economic utility for Mendoza society. The IEM is currently promoting the Framework Agreement between the Universidad de Mendoza (UM) and the National Commission for Space Activities (CONAE), signed in 2002. Specific agreements on Research are being developed; Theoretical-practical training and scientific-technological Extension and Dissemination. Together with the UM School of Engineering, we participate in the Optical Remote Sensing course, Remote Sensing Training offered by CONAE, online modality, during this 2nd semester 2023, which addresses topics such as Introduction to remote sensing, Remote sensing, Polar orbits and geostationary, Passive and active sensors, Spatial resolution, Temporal resolution, Applications according to spatial and temporal resolution. This training focuses on the MendoSat project, whose objective is to develop science in Mendoza and monitor the province's natural resources, allowing us to understand how climate change affects it. MendoSat is the first Mendoza satellite that could be orbiting the Earth in 2024. The project is integrated with The Mars Society Argentina, which also participates in the IEM, and the School of Engineering and Legal and Social Sciences of the UM. In December 2022 we participate in the launch of a picosatellite (small-sized satellite) with a hot air balloon in Junín. During the course of CATE 2023, the second experiment was launched from the central courtyard of the UM with a probe balloon carrying a small platelet powered by solar panels. With the Technical School of the Universidad de Mendoza (ETEC), we have worked on the development and implementation of a meteorological station, which was presented within the framework of this research and at CATE 2023. Our intention is to participate in the working groups of the MendoSat team, which convenes the Universities with the support of INVAP AND CONAE. Legally, we are also questioned about the registration and responsibility involved in the launch.

The IEM is currently promoting the Framework Agreement between the Universidad de Mendoza (UM) and the National Commission for Space Activities (CONAE), signed in 2002. Specific agreements on Research are being developed; Theoretical-practical training and scientific-technological Extension and Dissemination. Together with the UM School of Engineering, we participate in the Optical Remote Sensing course, Remote Sensing Training offered by CONAE, online modality, during this 2nd semester 2023, which addresses topics such as Introduction to remote sensing, Remote sensing, Polar orbits and geostationary, Passive and active sensors, Spatial resolution, Temporal resolution, Applications according to spatial and temporal resolution. This training focuses on the MendoSat project, whose objective is to develop science in Mendoza and monitor the province's natural resources, allowing us to understand how climate change affects it. MendoSat is the first Mendoza satellite that could be orbiting the Earth in 2024. The project is integrated with The Mars Society Argentina, which also participates in the IEM, and the School of Engineering and Legal and Social Sciences of the UM. In December 2022 we participate in the launch of a picosatellite (small-sized satellite) with a hot air balloon in Junín. During the course of CATE 2023, the second experiment was launched from the central courtyard of the UM with a probe balloon carrying a small platelet powered by solar panels. With the Technical School of the Universidad de Mendoza (ETEC), we have worked on the development and implementation of a meteorological station, which was presented within the framework of this research and at CATE 2023. Our intention is to participate in the working groups of the MendoSat team, which convenes the Universities with the support of INVAP AND CONAE. Legally, we are also questioned about the registration and responsibility involved in the launch.
