The School of Law and Social Sciences offered an intensive course on Administrative Law and Public Contracts for Brazilian professionals. Through comparative law and institutional visits, the event strengthened academic exchange and regional integration.

The School of Law and Social Sciences of the Universidad de Mendoza The intensive course, "Legal Dialogue on Argentine Administrative Law and Public Contracts," successfully concluded. The intensive in-person course took place on March 30, 31, and April 1 and was designed for legal professionals from Brazil, establishing a space for academic and practical exchange of excellence.

Academic background and comparative law

Over three intense days, a top-level faculty addressed the complexity of administrative systems and the challenges of public procurement in the current Mercosur context.

The training was organized by the Postgraduate and Continuing Education Secretariat of the School of Law and Social Sciences, under the direction of Dr. Valentina Erice and with the operational support of her entire management team. This initiative reaffirms the institution's commitment to professional development and excellence in postgraduate education.

The local faculty included Doctors María Gabriela Ábalos (Constitutional Framework in a comparative key: Argentina-Brazil), along with expert professors such as Ernesto Bustelo (Administration Contracts), Andrea Lara (Administrative Law in Argentina), Facundo Díaz Araujo (Sustainable Public Contracts), Federico Morandini (Strategic and sustainable public procurement: comparative analysis of the Argentine regime with international standards), Ezequiel Cánepa and Marisel García Ojeda (Municipal Justice Workshop).

The Brazilian perspective was enriched by the lectures of the Course Director, Dr. Grace Ladeira Garbaccio (Risk Management) and of professors Leandro Matsumota (Direct Contracting and the Applicable Legislative Framework in Brazil), José Roberto Tiossi (Key Changes in the Bidding Law in Brazil and Perspectives on Public Procurement), Andryu Lemos (The Relevance of Sustainable Public Procurement in the Legislation on Public Procurement and Administrative Contracts), Osvaldo Manoel Pires de Souza Neto and Paulo Henrique Figueiredo (The Main Challenges of the Federal System in Brazil for Effective Public Procurement).

The final class was led by Dr. Alejandro Pérez Hualde, with whom they addressed the topic of public contract regulation and discussed the future challenges of the sector.

Institutional immersion: Visit to the Provincial Legislature

As an integral part of the experience, the Brazilian professionals took an institutional guided tour of the Mendoza Provincial Legislature. Accompanied by Dr. Pablo Hidalgo, the attendees toured the Historic Building and the Legislative Library.

The highlight of the visit was access to the legislative chamber, where they were able to witness part of a live session, allowing them to observe the local democratic process firsthand. The day concluded with an official reception hosted by the Vice Governor of the Province, Dr. Hebe Casado, who welcomed the delegation and emphasized the importance of these international ties.

Closing and outlook

The closing remarks were delivered by Dr. Diego Carbonell, Vice-Rector of the Universidad de Mendoza, who emphasized that this meeting reinforces the institution's leadership in postgraduate training and cross-border legal cooperation.
