Book presentation: Water and Populations
on campus San Rafael of the Universidad de Mendoza The book Water and Populations was presented, a collective work that reflects on the human right to water, sustainable management and the challenges of water governance.

As part of Provincial Water Month, on Friday, November 14, 2025, an event was held in the Universidad de Mendoza, campus San Rafaelthe book launch Water and Populations.

The publication, directed by the General Superintendent of Irrigation, Eng. Sergio Leandro Marinelli, and Dr. Mónica Marcela Andino, arises in a context where efficient water management, urban planning and commitment to sustainability are fundamental pillars to improve the quality of life.

This is a collaborative work that brings together historians, sociologists, academics, and professionals connected to water resources. The authors include: Marcela Andino, Valentina Erice, Juan Bautista Justo, Mauricio Pinto, Noelia Torchia, Eliana Britos Coria, Ángel Ruiz de Apodaca Espinosa, Oscar R. Vélez, María Verónica D'Inca, Mario A. Salomón, Víctor Burgos, Eduardo Comellas, Mauricio Buccheri, Valeria Mendoza, and Araceli Agneni.

 

During the ceremony, Dr. María Valentina Erice highlighted the importance of the project and thanked the campus authorities. San RafaelHe also thanked the Dean of the School of Law and Social Sciences, Dr. Diego Carbonell, and the authors for their academic contributions and commitment. He further praised the work of Irrigation Editaresponsible for printing, and the research of the Universidad de Mendoza, especially from FAUD, on architecture and landscape linked to water.

Dr. Marcela Andino emphasized that the launch updates the brand's seal. Irrigation EditaThe book is organized into two parts: the first addresses legal aspects and obligations related to water use; the second, the sustainable management of the resource. The chapters include topics such as climate change, vulnerable populations, the human right to water, efficiency, access in underserved areas, water taxes, urban metabolism, waste and wastewater management, urban demand, the role of riverbed inspections, and mitigation strategies in the foothills of Mendoza.

At the academic panel, Federico Liseno, Director of Water Planning for the General Irrigation Department, presented on the progress of the Mendoza Water Plan. Finally, Dr. Mauricio Pinto, representing the authors, analyzed the problem of populations without access to safe water and the debate surrounding domestic uses outside of the public water supply.
